CRRC Chairman Cui, Mayor Sarno Tour Springfield Rail Car Manufacturing Site

Construction Underway

 

Springfield, Ma- April 14, 2016– Today, CRRC Chairman Dianguo Cui and dignitaries joined Springfield Mayor Dominic Sarno at the former Westinghouse manufacturing center on Page Boulevard to tour the 40 acre parcel that will soon become CRRC’s first American rail car manufacturing facility.  CRRC, in 2014, was awarded a contract to design and manufacture 284 Orange and Red Line vehicles for Boston’s transit system, the Massachusetts Bay Transportation Authority (MBTA).

 

“We are proud to have Springfield as our partner on this journey to establish rail car manufacturing in a City rich with history, passion, and a commitment to improve the local economy through education and employment opportunities,” said Chairman Cui.  “I look forward to standing here next year with Mayor Sarno, as we open the doors to a facility that will provide jobs, manufacturing expertise, and state-of-the-art rail car vehicles for North America.”

We are very proud and honored to partner with CRRC in this economic development project. We're especially pleased that this development is also helping us move forward on overall workforce development through partnering with Putnam Vocational Technical Academy, the Regional Employment Board, and our labor unions with apprentice programs and our local colleges. My administration will continue to push the ticket on creating more and more good paying jobs for Springfield and Western Massachusetts. Again, this is part of well over $2.5 billion in economic development projects going on in the City of Springfield."

 

CRRC continues to makes strides while remaining focused over the past year adhering to vehicle design and facility design schedules, and construction timeline.   CRRC’s design build contractor Plaza Construction, LLC has started construction of the 213,000 SF rail car assembly facility, and 2,240 foot dynamic test track.  Work activity over the next several months will include: ground improvement, sitework, and foundation construction, with structural steel erection commencing in June.    

 

Facility completion is slated for fall of 2017. Full rail car production at the new plant will begin in spring of 2018 with the first production cars completed in January, 2019.  All production vehicles will be assembled and tested in the CRRC Rail Car Assembly Facility.  The plant will house Engineering, and Administrative offices in the former Westinghouse Building.  

 

For the MBTA Orange and Red Line Project, CRRC is working cooperatively with the City of Springfield and various partners to explore approximately 150 hires including industry experts to assist with technology transfer, engineering resources, and a workforce to perform assembly.  In addition to the progress thus far, CRRC in collaboration with Putnam Vocational, Western New England College, Regional Employment Board, and Local Unions 7 & 63 have further declared their willingness to cooperation with the execution of a Memorandum of Agreement.

Celebrate Groundbreaking for $95m Rail Car Manufacturing Facility

SPRINGFIELD - Thursday, September 3, 2015- Governor Charlie Baker today joined Springfield Mayor Domenic Sarno, CRRC Vice President Weiping Yu, and state and local officials to announce the groundbreaking for a $95 million railcar manufacturing facility for the purpose of fabricating the Orange and Red Line subway cars and to support future North American operations.  Over one hundred (100) construction jobs will be created to restore the historic Westinghouse building and to build the new facility for the fabrication of the railcars. The facility is scheduled to be completed by the end of 2017. Staffing for CRRC USA Rail Corporation will focus on the greater Springfield region, with an initial estimate of one-hundred fifty (150) employees.

“From supporting the local economy in Springfield and creating new manufacturing jobs to improving public transportation for Massachusetts commuters and visitors, this project brings with it extensive benefits across the Commonwealth,” said Governor Charlie Baker.  “As our efforts to deliver the world class transit system taxpayers pay for and deserve continue, new subway cars built right here in the Commonwealth will deliver more reliability and new opportunities for employment and economic development for the people of Massachusetts.”

“Springfield is moving forward full-steam ahead and we are honored that CRRC USA Rail is along for the ride. The return of manufacturing to this site, the spin-off effects to vendors this project will have throughout Western Mass and most importantly the jobs that will be coming to town is a huge success for Springfield,” said Mayor Domenic Sarno.

“The MBTA is an integral part of the economy and quality of life for the greater Boston area, and the manufacturing and delivery of new rail cars will go a long way to enhancing the service that the MBTA provides to the traveling public,” said MassDOT Secretary Stephanie Pollack. “And while residents of Springfield may not be daily T riders, construction of this manufacturing facility will bring economic benefits and link the futures of Springfield and the T for the next generation and beyond,” said Transportation Secretary Pollack. 

 

“These new cars will replace Orange Line and Red Line cars that are more than 30 years old, and create needed manufacturing jobs,’’ said MBTA General Manager Frank DePaola. “It’s a major investment in the future of public transportation in Greater Boston, as well as a sizeable investment in the Western Massachusetts regional economy.’’

 

“We have an exciting road ahead as we embrace this unique opportunity to partner with Massachusetts on our first transportation project in the United States,” said CRRC Vice President Weiping Yu.  “We look forward to the success of this project and enhancing our vision of building further partnerships in the transportation sector.”    

 

A world leader in rail car manufacturing, CRRC, in 2015, was awarded a $566m contract from the Massachusetts Bay Transportation Authority to design and manufacture 284 Orange and Red Line vehicles.  The contract includes the purchase of 152 new Orange Line vehicles and 132 new Red Line vehicles.

CNR MA Making Strides

Springfield, Ma – Tuesday, April 14, 2015CNR MA today officially announced the corporation’s purchase of a 40 acre industrial parcel located on Page Boulevard, the former Westinghouse manufacturing center that once also housed the Stevens-Duryea automobile plant, the first mass produced auto plant in the US.  This acquisition marks a significant milestone for CNR MA and Carbuilder Changchun Railway Vehicles Co., as they continue with plans to build a rail car manufacturing facility in Springfield. 

 

With the Page Boulevard site leveled, cleared, and ready for construction, CNR MA’s plans are to construct a first phase 200,000 SF rail car assembly facility, and 2,240 linear foot test track.  In addition, the plant will house Engineering, Research and Development, and Administrative offices.  Estimated cost of phase one construction is $60,000,000. 

 

“This is a significant milestone in our path towards building a manufacturing facility in Springfield,” said CNR MA President Lu Xiwei.  “We look forward to working cooperatively with the City of Springfield as we design and build a facility that will have an enormous impact on the economic vitality of Western Massachusetts.”  

 

CNR MA, a Massachusetts corporation that is a joint venture of China CNR Corporation and CNR Changchun Railway Vehicles Co., was recently awarded a $566m contract from the Massachusetts Bay Transportation Authority to design and manufacture 284 Orange and Red Line vehicles. The contract includes the purchase of 152 new Orange Line vehicles and 132 new Red Line vehicles.  The contract also includes Capital Spare Parts, CCTV Operator Display Screens, Gap Mitigation Devices, LCD Monitors, Automatic Passenger Counting Systems, and two Training Simulators. 

Construction will start in spring of 2016 with completion scheduled for fall of 2017. Full rail car production at the new plant will begin in spring of 2018 with the first production cars completed in January, 2019.

Proposing Vehicle Assembly Facility in Springfield, Massachusetts

 

Springfield, Ma – CNR Changchun Rail Vehicles Co., Ltd. (CNR CRC) is underway with plans to build a rail car manufacturing facility in Springfield, the second largest city in Massachusetts with a population of approximately 150,000 people.

 

Prompted by their participation in the Massachusetts Bay Transportation Authority (MBTA) request for proposal (RFP) for the Orange/Red Line Car Procurement, CNR CRC representatives today announced initial proceedings including their selection of Springfield for its rich manufacturing heritage, and development plans of a site initiating ongoing conversations of support with State, City, local, and community officials.  

 

CNR CRC currently has under option agreement the 40 acre industrial parcel located at 655 Page Boulevard,  produced auto plant in the US. CNR CRC preliminary plans are to construct a first phase, state of the art 125,000 SF rail car assembly plant and accompanying 33,750 SF office building. CNR CRC is currently conducting detailed engineering analysis of the site to determine suitability for its plant construction program. 

 

“We are very excited to be in discussion with the City of Springfield as we identify and address the necessary steps to advance our goal of building a rail car manufacturing facility in Springfield,” said CNR CRC President Mr. Lu Xiwei.  “The interest and support displayed by Springfield officials at this early stage encourages our partnership and demonstrates a mutual interest in this effort.”    

 

CNR CRC held one of two outreach workshops today at the Springfield Marriott to share subcontracting opportunities relating to the Orange Red Line procurement with underutilized businesses, including Minority, and Women Business Enterprises (MBE/WBE).    The second work shop is tomorrow March 19, 10 a.m. – 2:00 p.m. at the Quincy Marriott, 1000 Marriott Drive, Quincy.
